CPARC’s Advocacy Department provides assistance to families and adults with special needs in accessing community services. Guaranteed the same rights as everyone else, families and people with disabilities often need a ‘voice’ to obtain the services they need to live independently in their communities.
Advocates also provide education and information to local and state entities concerning programs and legislation to improve the quality of life for individuals with disabilities.
Advocates provide guidance and
assistance in areas such as:
• Special education
• Community supports
• The mental retardation service system
• Vocational training/adult day activities
• Access to legal resources
• Information about laws and regulations specific to disability rights
• Communicating with legal and medical professionals
• Fetal Alcohol Syndrome Prevention
• Appropriate services for people who are elderly with a disability
• Guardianships/Powers of Attorney

Advocacy and
Family Education together provide a comprehensive, diverse range of services to meet your needs or those of a family member. Staff in both areas coordinate two annual seminars held in the spring and fall. These events provide educational information for families and professionals about various aspects of the Mental Retardation System and state of the art practices used in Special Education.
All services are provided
FREE OF CHARGE to residents of Cumberland and Perry Counties. Advocacy is funded by the
United Way of the Capital Region, the
United Way Carlisle & Cumberland County, and through individual contributions.

Legislative Action Alerts!
The Arc of Cumberland & Perry Counties regularly advocates for or against legislation that affects children and adults who have disabilities. Often, we join with other Local and State agencies to bring a particular issue to the forefront. Many times, it is critical that a timely response be made to a proposed piece of legislation and/or legislators need to hear from large numbers in order to affect change.
To improve our effectiveness in "getting the word out", we have developed an email list that will allow us to quickly send out important information about issues impacting people who have disabilities. Not all of the alerts will be of interest to you; we understand that. However, we are not able to develop multiple lists specific to particular interests and keep them current. It is our hope that, through the development of a more streamlined system of communication, we will be able to both inform a larger number of the need to take a particular action and in turn, have a much larger response to legislators. By subscribing to our list above, you are allowing us to send you an email alert. We ask that once you receive this alert, you respond by emailing, calling, or writing your legislator.
Occasionally, the emails may contain a list of others to contact. Pertinent information such as addresses, email addresses, etc. are included. All names and email addresses will be solely passed on to the Legislative Action Alerts Email List, and will not be sold or given out for any other use.
